To my knowledge dogs are allowed to be carried on the back seat of cars with correct restraining harnesses or in the luggage areas of estates/hatchbacks with correct dog guards. These are to prevent them being projected forwards in the event of an accident. They should not be 'loose' within the passenger compartment.
I'm not sure if this is enforced particularly well here as during my nine years in France I have regularly seen 'loose' dogs in the back of estates with no dog guards, on the rear seat with no restraints and on the front seats of many cars. I have seen dogs lying on top of the dashboard of many moving cars. I have seen them many times on the lap of drivers, sometimes with their heads and paws hanging out of the window and even one sizeable dog wrapped around the neck of the driver! I even once saw a parrot sitting on the shoulder or a car driver. I have also seen two sheep and a goat in the back of a Renault 5!!!!
Restrain your dog(s) correctly and you will have no problem.
